An-Nawawi said, “This narration is the basis for permission to mention Allah Almighty with glorifications, declarations of oneness, exaltations, and similar supplications. This permission is by consensus of the Muslims. The scholars disagreed over permission to recite the Quran for one in a state of major ritual impurity (junub) or a menstruating woman; the majority adhere to the prohibition of recitation for both of them… Know that it is disapproved to mention Allah at the time of sitting to urinate or defecate, or at the time of sexual intercourse.”
